St. Paul City Council President Rebecca Noecker has proposed a resolution calling for a study of autonomous vehicle labor and community protections before commercial robotaxi operations begin, the Pioneer Press reported. The resolution is on Wednesday's council agenda.

The study would examine worker displacement, emergency response, winter operations, accessibility, traffic impacts, data storage and law enforcement access. It would also assess the city's authority to license, regulate and enforce standards for commercial autonomous vehicles.

Waymo has been mapping routes throughout the Twin Cities with human drivers. The resolution calls for studying standards; it does not establish operating rules.
