EU Commission awards €180 million sovereign cloud contract to four European providers
Image: Primary The European Commission has selected four providers for a €180 million ($212 million) sovereign cloud services contract that will run for six years.
Post Telecom, along with partners CleverCloud and OVHcloud; StackIT; Scaleway; and Proximus, which partners with S3NS, Clarence, and Mistral, were awarded the contract following a tender issued in October 2025. The contract aims to provide EU institutions, bodies, offices, and agencies with sovereign cloud services.
The Commission said the tender supports its broader efforts to enhance sovereignty and reinforce strategic control across key technologies and infrastructure. The contract was awarded based on eight objectives including strategic, legal, operational, and environmental considerations, as well as supply chain transparency, technological openness, security, and compliance with EU laws.
Scaleway CEO Damien Lucas noted that for every euro spent with Scaleway, around 68 cents are reinvested in the European economy, compared to about 20 cents when relying on international hyperscalers. "Directing investment towards truly European cloud providers helps strengthen local capabilities and ensures that value, expertise, and innovation remain anchored in Europe," Lucas said.
OVHcloud CEO Octave Klaba said the award proves there are robust alternatives in Europe able to meet the highest standards. "This decision also demonstrates that when European players unite their strengths they make a difference," Klaba added.
The issue of digital sovereignty has gained prominence in recent years as European governments have relied heavily on US cloud providers, whose data is subject to the US CLOUD Act. The contract award represents a move away from dependence on US tech companies despite efforts
