Freedom Holding plans to open its first GPU cluster to businesses and developers as a public cloud in 2027, the company said Monday. It is developing a $2bn AI hub in Kazakhstan with 100MW of planned available power, serving as its main financing and delivery partner and eventual operator.

The project follows an agreement signed with Kazakhstan's Ministry of Artificial Intelligence and Digital Development in November 2025. A separate Freedom AI Super Cluster for government, business and science is due to begin its first phase in the first quarter of 2027.

Chief executive Timur Turlov said demand is twice the hub's planned first-stage capacity. Prospective clients have expressed willingness to lease future capacity for five years; the statement names no chip supplier.
