Anthropic published a threat intelligence report on 10 September describing misuse of its Claude models that its Threat Intelligence team disrupted between December 2025 and August 2026.

The company said the cases spanned cyber operations, influence operations, surveillance, conventional weapons development, biological misuse, scams and illicit distillation, involving Claude Haiku, Sonnet and Opus models. Anthropic said it banned the accounts and strengthened safeguards, and shared intelligence with authorities. It described a single Bamako-based consultant assessed to have used Claude to build a surveillance platform monitoring roughly 25 million SIM cards across Mali's three mobile operators, and six conventional-weapons cases, including a Yemen-based cell that used Claude Code for guidance and control software.

Anthropic also alleged seven China-based labs ran distillation campaigns, naming Moonshot AI.
