Construction crews in New Jersey severed a Verizon fiber cable used for air traffic control on Monday, causing ground stops at the three major New York City airports and contributing to hundreds of cancellations and delays across the United States. More than 1,000 U.S. flights had been canceled by Monday evening, according to FlightAware.

The telecommunications lines were repaired and Northeast airport operations began resuming, though officials warned that accumulated delays would take time to clear. Officials and operators disputed whether an Amtrak crew or a New Jersey Transit contractor cut the cable.
