# Anthropic links China-based actors to alleged Claude military and distillation use

Anthropic said in its September 2026 threat report that China-linked actors allegedly used Claude in military-related engineering, surveillance and model-distillation campaigns.

The company said one actor developed about 16 electronic-warfare and air-defense-suppression software modules, while another drafted an anti-torpedo fire-control specification. Anthropic also alleged that Alibaba operators generated more than 151 million Claude exchanges from May through July 2026 to help train Qwen 3.x. The company said it disrupted the activity; the allegations rely on Anthropic's account metadata and safeguards.
