North Richland Hills, Texas, asked the Texas Privacy Coalition to pay $2.3 million to fulfill a public records request concerning police use of Flock's vehicle-tracking cameras, the Texas Tribune reported Monday. Officials estimated that searching about a terabyte of communications on errors, misuse and effectiveness would require approximately 14 years of labor at $15 per hour.

The requester, using the pseudonym Phil Mynona, said the fee appeared designed to stifle the searches. He has sought similar records from more than 200 law enforcement agencies and reported widely differing charges: some supplied more than 400,000 pages free, while others charged $5,000.
