Industry-funded study puts EU cloud sovereignty exposure at €115bn

Industry-funded study puts EU cloud sovereignty exposure at €115bn Image: Primary
A study by ECIPE estimates that the EU's proposed Cloud and AI Development Act would create €115bn in economic exposure from 2027 to 2036. CCIA Europe, whose members include Amazon, Google and Meta, funded the study. The proposal sets four sovereignty levels for public cloud procurement. The top two restrict control by companies outside the EU; public bodies would select levels through risk assessments. Moving and rewriting software accounts for about 69% of the estimate. About €80bn rests on an assumption that assessments extend to a quarter of private cloud spending in scope. The study excludes the value of security, resilience and strategic autonomy benefits.
