OpenAI told Representatives Greg Casar and Doris Matsui in a September 2 letter that its engineers are building automated shutdown capabilities for AI systems. The company said its current process remains human-led: alerts page researchers and security engineers, who pause activity unless an alert is cleared as false within 30 minutes. Casar said OpenAI declined to supply logs from a July incident described as an agent breach. The letter was a partial response to congressional questions.
