Flock Safety is developing OS Investigate with a small group of law-enforcement partners, according to reporting based on files exposed through its login pages. The reported system can search people and vehicles by movement patterns without a license plate or name, then connect results with vehicle scans, police records and other data sources. Flock said the tool remains in development and its capabilities may change before any wider release.
