The Netherlands' national water management agency, Rijkswaterstaat, has classified conditions since mid-July as an actual water shortage amid a historic summer drought.

The agency has restricted irrigation and limited how much certain locks can open, seeking to retain fresh water and curb saltwater intrusion through the river network.
