The Netherlands' national water management agency, Rijkswaterstaat, has classified conditions since mid-July as an actual water shortage amid a historic summer drought.

The agency has restricted irrigation and limited how much certain locks can open, seeking to retain fresh water and curb saltwater intrusion through the river network. The source says low Rhine levels and freshwater shortages have heavily affected inland shipping and industries dependent on transported goods.
