The U.S. General Services Administration has delayed the rollout of proposed terms and conditions that would govern agencies procurement and use of artificial intelligence systems and services purchased through the GSA Schedules program. The move allows additional time for industry comment on the proposed provisions.

GSA announced the delay on March 19 in response to industry requests. The agency extended the comment deadline from March 20 to April 3, 2026. The proposed AI Clause was published on March 6 as part of an advance notice of the upcoming GSA Schedule Refresh 31.

The clause will not be included in Refresh 31. Comments are due by April 3, 2026. Once finalized, the new AI Clause will be implemented in a new GSAR clause 552.239-7001, Basic Safeguarding of Artificial Intelligence Systems. It will be incorporated into the Schedule via a later Refresh.
