The 2025 Law on Artificial Intelligence, No. 134/2025/QH15, took effect from March 1st, 2026. It sets transparency requirements by mandating that AI-generated images and videos be labelled in an easily recognizable manner.

Clause 4, Article 11 of the law affirms that when generating or editing audio, images, or video using an artificial intelligence system to simulate or impersonate the appearance or voice of real persons or recreate actual events, the content must be labelled for easy recognition to distinguish from real content. For products that are cinematographic, artistic, or creative works, the labelling shall be performed in an appropriate manner, ensuring no obstruction to the display, performance, or enjoyment of the work.

Deployers must ensure that AI-generated audio, image, and video is marked in a machine-readable format as prescribed by the Government. Details on the forms of notification and labelling will be specifically prescribed by the Government in the coming time. If text, audio, image, or video content created or edited using AI is provided to the public and is causing confusion regarding the authenticity of events or persons, the deployer shall be responsible for clearly notifying it upon provision, unless otherwise prescribed by the law regulations.
