HTI-5 proposed rule public comment period closes at ONC/HHS
Image: Primary The public comment period for the Health Data, Technology, and Interoperability: ONC Deregulatory Actions to Unleash Prosperity proposed rule closed on February 27, 2026, at 5:00 pm ET. The Assistant Secretary for Technology Policy/Office of the National Coordinator for Health Information Technology published the proposed rule on December 22, 2025. The rule was published in the Federal Register on December 29, 2025.
The Office of the National Coordinator for Health Information Technology made the proposed rule available for public comment for 60 days. The agency encouraged the broader health IT community to review the proposed rule in its entirety to understand the full suite of provisions. The proposed rule includes deregulatory actions that update the ONC Health IT Certification Program.
The provisions aim to reduce burden on health IT developers
In addition, the proposed rule enables the Office of the National Coordinator for Health Information Technology to reset the Certification Program's regulatory scope. It establishes a new foundation on which to build Fast Healthcare Interoperability Resources-based API requirements in the future. The proposals align with executive orders on deregulation.
