EFF and the ACLU of Wisconsin filed a petition asking the Wisconsin Supreme Court to require warrants for retrospective searches of automated license plate reader databases used by police in Milwaukee, Racine, Kenosha and Green Bay. They represent the Wisconsin Council of Churches and an individual pastor in Green Bay.

The petition argues that police collect, store, share and aggregate vehicle-location records to reconstruct people's movements. It seeks a warrant requirement under the state constitution, citing privacy interests in religious worship, confidential counseling and other sensitive activities.
