The Federal Communications Commission said it will develop a robocall mitigation scorecard to assess how effectively phone companies block illegal spam calls. The proposed scorecards could combine call-blocking statistics, customer complaints, enforcement actions, operational practices, and measures of legitimate calls blocked. They would cover domestic wireless, wireline, and VoIP providers with retail customers, but not providers operating only as wholesalers or intermediaries.
