French lawmakers voted 11-10 on October 30 to add a proposed tax on internet data delivered to French users to the country's next budget. The amendment would charge content providers €0.055 per gigabyte, with caps of 15% of French revenue or 2% of worldwide revenue. Internet providers would measure traffic, identify its senders and submit quarterly data to the tax administration under Arcep's supervision. The proposal names Google, Meta, Netflix, Amazon and Akamai as potential contributors. Government Minister David Amiel questioned whether attribution would require complicated monitoring. The amendment must clear further stages of the 2027 budget process.
