A Micro Center customer in Tustin, California, reported being required to sign a declaration barring export before buying a workstation containing an RTX 5090, Tom's Hardware reported, citing the customer's Reddit post.

The form requires a government-issued photo ID, contact details, the actual end user, installation location and intended use. It bars sales to purchasers intending to export or otherwise cause the product to leave the United States, regardless of destination.

Other commenters said they had previously purchased without the requirement. The form does not list the GPU's serial number, limiting its connection to the specific hardware sold.
