The European Commission has preliminarily found that TikTok violates EU online safety rules by repeatedly recommending similar videos that can trap users in harmful content loops. The findings concern its For You feed and follow an investigation under the Digital Services Act.

The Commission says TikTok failed to adequately assess or reduce risks involving sensitive topics such as loneliness, weight loss and body image. It wants the platform to give users' preferences more weight, rely less on watch time and improve access to safety controls.

TikTok can respond before a final decision. If the breach is confirmed, parent company ByteDance could face a fine of up to 6% of its global annual turnover.
