The Securities and Exchange Commission gave digital versions of securities a path to begin trading in the U.S., Bloomberg Intelligence analyst Nathan Dean said. The move could alter traditional market structure after the Clarity Act failed a key Senate vote.

Bitcoin separately rose as much as 6.5% to $86,331 in New York, its highest level since late January and almost $10,000 above last week's lows. Falling oil prices and renewed risk appetite accompanied the rebound, but Bitcoin remained roughly one-third below its October record.
