# Pennsylvania order ties data-center permits to binding GRID commitments

Pennsylvania Governor Josh Shapiro signed an executive order directing the Department of Environmental Protection to review data-center permit applications only after developers make legally binding GRID commitments and obtain local approval. The requirements include paying the full cost of project-related power infrastructure, water-conservation standards, transparency and community outreach. The order removes AI data-center proposals from fast-track permitting, bars nondisclosure agreements for projects and takes effect immediately.
