Cloudflare said its measurements of RFC 9234 adoption found that two large Tier-1 networks strip the Only to Customer, or OTC, attribute from routes they forward. RFC 9234 uses BGP Roles and the OTC attribute to encode network relationships and help routers reject route leaks. Cloudflare said it has been engaging the networks to permit OTC propagation. The company did not name the networks or report a resolution.
