The Federal Trade Commission sued ticket broker REPS & Company and three executives, alleging they bypassed online purchasing controls to acquire tickets for resale. The Justice Department filed the complaint on the FTC's behalf in federal court in Southern California under the Better Online Ticket Sales Act.

The complaint alleges REPS spent more than $1.3 billion on more than 18.5 million tickets, generating at least $120.8 million in resale profit. It describes thousands of purchasing accounts, virtual credit cards, proxy services and browsers that mask users' identities and locations. The allegations concern circumvention of controls used by Ticketmaster and other issuers to enforce purchase limits; the court will decide the case.
