Ethereum's Protocol team has ranked 62 improvement proposals for the planned Hegota upgrade and identified FOCIL and Frame Transactions as its two must-have items, according to the report.

The team also set a December 2029 target for making Ethereum Layer 1 quantum-resistant across execution, consensus and data layers. Frame Transactions would make account abstraction native to Ethereum's execution layer, enabling custom signatures and sponsored gas fees. The roadmap calls for an average 7.2-month fork cadence from the fourth quarter of 2026 and plans an external reassessment of quantum-computing progress in January 2027.
