# EU proposes associate membership path for Canada

European Commission President Ursula von der Leyen proposed making Canada the EU's first associate member, a relationship with no existing rulebook. The proposed Alliance for the Future would build on CETA and cover technology, defense production, energy, critical minerals, AI, quantum computing and cybersecurity. Canada does not seek full EU membership, and officials said the arrangement's shape may not be clearer until an October summit.
