Arushi Sharma Frank says a founder she advises has filed NPRR1348 to change how paired electricity loads and power resources operate on the Texas grid. The proposal would let a Qualified Scheduling Entity dynamically raise a load's reported minimum power consumption limit to match the real-time availability of an equivalent mitigating resource on a separate meter.

Frank says the change would expand financing options for grid-connected capacity and encourage privately funded new generation. Her account links the proposal to configurations pairing loads with batteries and generation, including data centers.
