Layer3 Intel says public residential proxy services routed its requests through six addresses on AS2650, registered to the Executive Office of the President, which hosts the White House network. It recorded 236 exits from October 5 to November 3, spanning 26 days and 28 proxy services.

The company says Spur and Synthient also identify the addresses as proxy exits. Such services let customers route traffic through other devices. Layer3 Intel's observations identify network exits, but do not establish which device or person enabled them.
