Cloudflare released Clef on October 1, making two AI decision models available for download under the Apache 2.0 license. Developers can run the models on their own hardware to classify inputs, choose among predefined options or score an answer's probability.

Clef has 27 billion parameters, while Clef-flash has 9 billion. Both use a Qwen backbone and a 64,000-token context window. They score possible answers directly rather than generating a response one token at a time.

Cloudflare says Clef can accept up to four images alongside text. It is also introducing a reinforcement learning fine-tuning platform, initially through engineers working with early customers before opening self-service access.
