Japan has committed $21 billion to two GlobalFoundries chip plants in Malta, New York, under an agreement lasting at least 20 years, investment firm Sycamine Capital Management said in a press release. A vehicle co-owned by the US and Japanese governments would finance construction and retain ownership, while GlobalFoundries would earn fees for construction oversight, operations and technology licences. Equipment installation is planned for 2028 and first wafer output for 2029. Each fully operational plant would add roughly 900,000 wafers of annual 300mm capacity. The second plant depends on a funding review before the end of 2028. The agreement also gives the US Commerce Department a further 4% equity holding in GlobalFoundries, taking total US government ownership to approximately 7%.
