President Trump issued the Executive Order on Promoting Advanced Artificial Intelligence Innovation and Security on June 2, 2026. The order advances priorities from the Cyber Strategy for America that was released in March 2026. It declares that it is the policy of the United States to promote AI innovation and security The order addresses three main areas. These are upgrading American systems for advanced AI, secure frontier model deployment, and protection against criminal actors. It emphasizes voluntary collaboration with industry and does not create a comprehensive regulatory regime or mandatory licensing for frontier models. The order directs the Director of the Cybersecurity and Infrastructure Security Agency, in consultation with the Director of the Office of Management and Budget and other officials, to issue binding operational directives within 30 days. These directives will prioritize cyber defense of federal systems and expand AI-enabled defensive tools. It also requires the Secretary of the Treasury, in consultation with the National Cyber Director and other officials, to form an AI cybersecurity clearinghouse within 30 days to coordinate vulnerability scanning and patch distribution. Within 60 days, the Secretary of the Treasury, the Director of the National Security Agency, and the Director of the Cybersecurity and Infrastructure Security Agency must develop a classified benchmarking process for covered frontier models. They must also design a voluntary framework for AI developers to determine model status, provide government access under confidentiality protections, and select trusted partners for early access.
