Zig 0.17.0 reworks builds and changes bit-casting behavior

Zig's 0.17.0 release reworks its build system, introduces the Build Server Protocol and enhances its ELF linker. The project expects the linker changes to make incremental compilation work for everyone on x86_64 Linux, allowing developers to rebuild software as it changes. The release also changes how the language's bit-casting operation handles arrays and vectors. Existing code can change behavior without producing a compilation error, so the release notes advise auditing those uses during upgrades. The deprecated C-import operation has also been removed.
