European Commission seeks evidence for advertising library guidelines

The European Commission is gathering evidence to shape guidelines for the public advertising libraries maintained by very large online platforms and search engines under the Digital Services Act. The guidelines will address searchability, access to advertisement content, and information about how advertisers target and reach users. A targeted public consultation on draft guidelines will follow in 2027, with publication planned for the second quarter of 2028. The law already requires these libraries to disclose advertisement content, payers, display periods, reach and targeting criteria. The guidelines will support the Commission's supervision and enforcement of those requirements.
