Torres plans bill requiring game ownership and offline access

Rep. Ritchie Torres announced he will introduce legislation directing the Federal Trade Commission to establish rules protecting consumers' ownership of purchased video games. The proposed Power To The Players Act would make purchases confer ownership rather than a license to play. Games with online functionality would have to provide an offline mode before their supporting servers shut down. The proposal also seeks to preserve resale rights. Torres cited NBA 2K25, which is scheduled for delisting on October 30 and an online server shutdown on December 31, two years after release.
