Governor Gavin Newsom issued an executive order to strengthen California's procurement processes for artificial intelligence companies. The order aims to ensure that companies meet strong standards and demonstrate responsible policies to prevent misuse of their technology while protecting users' safety and privacy. The order directs the Government Operations Agency to develop a plan for new state contracting processes and best practices. Companies will be vetted based on how they explain their policies to protect against exploitation of illegal content, models that display bias, and violations of civil rights and free speech. The state may separate its procurement The California Department of Technology will develop recommendations and best practices for watermarking AI generated images or manipulated video consistent with state law. This effort is the first of its kind nationwide. The order also directs the state to use AI to improve government service delivery, increase transparency, and strengthen accountability. The order expands California's use of generative AI for state services. This includes a new tool to help residents navigate available programs and benefits
