Sweden fines Miljödata SEK 1.8 million over breach affecting 2.2 million people
Image: Primary Sweden's privacy regulator fined HR-software provider Miljödata SEK 1.8 million, or $183,000, for security failures connected to an August 2025 breach affecting 2.2 million people. The attack disrupted services across more than 200 regions and exposed data including identity numbers, sickness absence, rehabilitation records and school incidents involving minors.
The regulator found that Miljödata inadequately checked newly installed software and lacked automated real-time monitoring for intrusions and suspicious activity, violating Article 32(1) of the GDPR. Investigations into two municipalities and one region remain open, so further penalties are possible.
