US proposes AI incident notification channel with China

The United States has proposed that Washington and Beijing notify each other when an artificial-intelligence incident rises to the level of a national security event. Treasury Secretary Scott Bessent raised the idea with Chinese officials during talks in Manhattan and described it as a communications channel rather than a treaty. China has not accepted the proposal or described how such a mechanism would work. The parties agreed to hold further AI talks, but set no date, place or format; US controls on AI chips and semiconductor equipment were excluded from the discussion.
