California Prop 45 would accelerate infrastructure reviews and limit court intervention

California's Proposition 45 would impose deadlines on environmental reviews and legal challenges for eligible infrastructure projects, while restricting courts' ability to halt construction. The Verge reports that environmental advocates and some legal experts warn its broadband provisions could also cover data centers; proponents dispute that interpretation. The measure would set a 365-day deadline for environmental impact reports, require legal challenges to be settled within 270 days and allow 45 days of public comment. Developers would submit a single alternative project plan. Courts finding environmental review violations could pause specific problematic parts of a project, but could not halt the entire project.
