The European Commission and European Investment Bank Group have launched a voluntary pact to connect institutional investors with European technology and scale-up funds. Thirteen investors have signaled an intention to participate, with investments expected largely through the €15 billion European Tech Champions Initiative 2.0 and the €5 billion Scaleup Europe Fund. The pact combines a Commission-led forum on investment policy with an EIB-led platform that will share investment opportunities and market information. It targets a shortage of later-stage capital for European companies, particularly those seeking rounds above €100 million. The investors have expressed intentions; the pact does not itself commit those amounts.
